Blatter stressed that any nation awarded the privilege of hosting the World Cup assumes rigorous international responsibilities. He highlighted two essential obligations that must be ensured by the host country: comprehensive internal security and unrestricted entry for all qualified teams, officials, and referees.
The criticism from Blatter arose in light of the issues faced by Somali referee Omar Artan, who encountered significant immigration hurdles while trying to reach the tournament.
